Message from the President

The Institute of Health Sciences has a rich history, despite being very recent. I believe that the ICS still has a lot to offer the country, the school community, the scientific community and the people. The ICS is in line with article 57 of the RDTL Constitution, which states that all citizens “have the right to health and medical and sanitary assistance and the duty to defend and promote them” (Constitution of the Republic of Timor-Leste [CRDTL][CRDTL], 2022, art. 57), as well as promoting “that the national health service should be, as far as possible, decentralised and participatory” (C.R.D.TL., 2022, art. 57).

With regard to the vision, the ICS aims to be a private higher education institution of national and international reference, with the sole aim of training responsible, competent health professionals with a holistic and multidisciplinary vision of the health sciences. In this way, ICS is interested in training health professionals with high quality standards, who have, first and foremost, the absolute consideration of the dignity and physical and moral integrity of the human person. Based on this premise, which is invaluable to the ICS, the institution aims to be a differentiating institution in terms of training health professionals who, at the end of their training, should be able to cope with any situation and adversity.

The ICS continues to invest in the future of the institution, its teachers and students. We are expanding the institution’s facilities, building new classrooms, new laboratories and new libraries. We want students to have better teaching and training conditions, unconditional access to new technologies and new spaces for study and reflection.

Likewise, we are investing in scientific research, creating a new ICS research centre, creating a scientific journal for the institution and establishing a research team. We want to offer our students the best conditions in terms of infrastructure, i.e. good classrooms, good laboratories and libraries, but above all we always want to offer the best teachers, a privileged teaching and training system, a good lifelong learning programme and the possibility for students to carry out scientific research in the health sciences. The future in the health sciences is always promising.

Welcome to the ICS!

Message from the Rector

The ICS offers a range of courses in the health sciences that are very practical and geared towards health professionals providing the best possible response to various unforeseen situations. The institution currently offers five courses: Nursing; Pharmacy; Midwifery; Nutrition and Dietetics; Biomedical and Laboratory Sciences.

The Institute will also include sports science in the near future, and other areas and specialities are also being considered. One of our missions is to provide all students with lifelong learning in technology, education and health, through appropriate training and research programmes in the scientific areas of expertise. To achieve this mission, we must be in line with national and international best practice, with the guidelines of the Ministry of Health and the Ministry of Higher Education, Science and Culture of Timor-Leste, with Timor-Leste’s National Strategic Development Plan, with the Sustainable Development Goals of the United Nations (UN) and with the guidelines of the World Health Organisation (WHO). In order for our students to have the best offer at national level, we value highly qualified young teachers who have a talent for teaching and research and who value constant lifelong learning. Likewise, we value the effectiveness and efficiency of our administrative services to better serve the academic community in general. Above all, we value all students and do everything we can to support each student as best we can on their journey so that they can achieve their initial goals.

The Rector’s team pays daily attention to detail, to each visit, to each student and to all the processes that make up the day-to-day running of the institution. We do everything we can to make everyone feel welcome and integrated into ICS student life. We wish all the students every success in their student and professional lives.

Academic greetings,

The Rector of ICS

Domingos Soares, Chemist, MBA
